POLICIES OF ADMISSION, RETENTION & EXPULSION
1. Admission Policy : For overseas students, they need to submit their student pass application to ICA Student Pass system.
If students pass is rejected, candidate may opt to resubmit with additional information or appeal to ICA, clarify outstanding information issues or withdraw their application.
If the application for student visa is successful the student will be contacted for orientation to the School and their chosen course. This will include confirmation of their Student contract, FPS, refund policy, transfer / withdrawal procedure, award criteria and attendance requirements.
FSTM strictly accept student from those agents that are formally approved and appointed by the school and are detailed on our website.
FSTM does not encourage any students to join the course after the course commenced due to unforeseen reasons (i.e. late ICA approval etc) unless the student sign the declarations and acceptance based on case by case basis.
FSTM will not admit any students from non approved agents.
2. Monitoring of Learning and Student Development :
Periodic Monitoring : To comply with ICA requirements on attendance policies, we have installed a tamper proof biometric system so that student attendance can be tracked electronically.
If students do not follow the requirements on w weekly basis warning letters will be issued by SSA and signed by the Academic Director. Any student who violates ICA’s attendance requirements without cause will run the high risk of having their student pass cancelled by FSTM.
The following disciplinary actions will be taken for failing to comply with attendance requirement

All students are who are medically unfit to attend classes must provide a medical certificate from the Polytechnic or from a registered Singapore doctor.
All attendance records will be monitored for review purposes and to fill the gaps.
The following disciplinary actions will be taken for poor conduct (non-academic) and failing to comply with the rules & regulations of the School

Student Development : FSTM has a report card system in place. Every 3 months the students will be given an academic progress report and the AD will monitor the results and recommend academic counseling to the students who have not met the benchmark or to students who appear to have difficulties in their learning. An Academic Counseling form will be filled out and placed in the files of the respective students.
An annual programme report will be compiled by the Academic Director and presented to the Board.
As part of the Examination Board requirement the Academic Director will provide a report which consists of the following information-progression rate, attrition rate, graduation rate, and employment rate. This will allow the board to analyse and make recommendations to close the gaps.
It is ma mandatory at FSTM for all the students to clock in their attendance using bio- metric machine located outside the SSA office.
For Fulltime Classes, the lecturer takes the students’ attendance by physical count before and after the break.
Students who have been absent regularly (continuously for 3 days) are flagged up to the SSA and SSA will contact the students by calling/emailing and asking their roommates or classmates of the whereabouts of the students.
If the student absent claims illness, the student has to produce a valid medical certificate from an accredited Doctor.
FSTM issues warning letters based on the following conditions :
Student pass holders – 90% attendance not met Singaporeans & PRs – 85% attendance not met
All warning letters are acknowledged by the students.
Students are counseled by SSA/Academic Head/Academic Director for academic and SSA related issues. Non academic related issues, students are counseled FSTM appointed counselor.
FSTM also call the parents to inform/notify about constant absenteeism of the students in the class.
Deferment/ Withdrawal : If the student requests a deferral from studies or a withdrawal from the course with justified and valid reason (i.e. NS deferment/medical ground etc) the student is to fill up the respective forms and submit to SSA for approval followed by Academic Director.
If the student decides to withdraw from the course, students proceed to follow the withdrawal process.For withdrawal process, please refer to the withdrawal policy in criteria 4.
Student Development : FSTM is serious about students’ development. FSTM constantly monitor students’ performance in terms of progression rate.
Underperformer : It is FSTM policy to arrange academic counseling session if the student has been consistently underperforming.
All parents/guardians will get an e-mail copy or post mail of the report of student’s performance.
3. Student Tracking : All our students are tracked by SRS (students’ registration system) which contain records of :
Individual student progression measured in terms of assessment grades, course completion and educational level. Students will be assessed after each module and the final grade awarded for the module will be put into the system.
The system is able to offer analysis of graduation and progression rate by course. This information will then be presented to the Academic Board and Examination Board and will be compiled by the Academic Director being part of the information in the Annual Programme Report.
FSTM also tracks the proportion of students who first graduate, are employed and indicative salary rate of their subsequent working position. This information will also be part of the Annual Programme Report.
The Academic Board will review the data and make recommendations to the Academic Director for implementing for future courses.
4. Student Assessment :
Assessment for Programmes Developed/ Accredited by External Partners
All the exams papers will be sent to the Academic Head and academic director for review and vetting purposes before sending to university partner for their approval.
If necessary amendment required it will be revert back to the paper setter upon receiving the feedback from the university, the assessments papers will be forwarded to the respective module lecture for their necessary amendments.
Upon necessary amendment it will be send to University for approval.
Exam moderation and confirmation of the result are done by the external university partners.
Assessment for Programmes Developed by Internal
All the assessment papers will be sent to the Academic Head and academic director for review and vetting purposes.
All the assessment papers will be reviewed and vetted by respective Academic Heads and Academic Director.
Upon vetting the exam papers will be sent to the Exam Board for approval.
Assessment for Programmes Developed by ABE All the assessment papers are set, marked, moderated a by ABE.
Conducting of Exam for Internal Programmes and ABE Interim Mock Exam
Upon approved by Exam Board, the exam papers are kept by examination department locked and secure for examination to be conducted at later stage.
FSTM exam department has to :
- Provide secure placement of the exam papers. All exam papers will be kept in a safe box located inside the Academic Director’s Room.
- Confirm external invigilators attendance.
- Confirm with the course teacher dates and times of examination.
- Ensure sufficient materials required for the examination are prepared.
- Confirm with students date, time and location of exam
The Examination board will release the final approved grades to the exam department.
Conducting of Exam for External Programmes : Once approved by the university, the exam papers then are passed to the examination department.
Academic Head, academic director and exam department will liaise regarding the exam papers approval with university.
Exam Board and Moderation :
FSTM Exam Board is responsible for moderation of assessments papers, confirmation, finalizing and approving the result. Once Exam Board approved the results then exam department can published the results.
Appeal Policy for Internal Programme : Those students have ground for appeal; they have two weeks to appeal from the date of release of the results.
All appeal will go through Exam Board. Appeal results will be released within six weeks.
Appeal Policy for External Programme : Student can appeal to the university through exam dept.
Appeal Policy for ABE : Student can appeal to the ABE. An EAR (appeal) form is filled up by the students.
