Student Contract :
The student contract is a critical document that helps to minimise future disputes and hence it has to be completely understood by the student prior to enrolment.

FSTM adopts CPE standard contract and is to be downloaded from the CPE website (www.cpe.gov.sg) to be used for students upon their eligibility and acceptance for admission. It is an agreement that governs the contractual obligations between the student and FSTM. A copy of the duly signed contract is to be kept in the student’s personal file.

As part of the EduTrust requirement, both local and international students are required to enter into a Standard Student Contract.

FSTM issues the contract only in English language.

Prior to signing the contract, the students will be informed to sign an Advisory Note. This Advisory note is a standard CPE document which can be downloaded from www.cpe.gov.sg. This document urges the student to exercise caution when selecting a PEI, course and to make an effort to understand the rights and obligations before signing the contract as it is legally binding. Upon signing the Student contract, the student is provided with a 7-working day cooling –off period.

The contact must indicate the following areas:

  • A unique identification number;
  • Detailed breakdown of total fee payable by the student together with payment schedule
  • Special conditions or agreements that the FSTM has mutually agreed with the students at the point of recruitment (i.e. any fee that may or may not be refunded when the contract is terminated, discount and promotions, etc)
  • Commencement date and end date of the course; The scheduled holidays if any
  • The dates of all examinations, major assessments and assignments
  • The expected date of the release of the results of the final examination, which shall not be more than three months after the completion of the final examination, unless otherwise permitted by the Council of Private Education
  • The expected date of the conferment of the award
  • The full names of the developer or proprietor of the course, and the person, organisation, institution conferring the award
  • The fee collection schedule including any late fee payment policy
  • The fee refund policy and the policy that allows maximum refund (as stipulated by the PEI) within at least 7 days after signing the contract
  • Duration of the course, and whether it is offered or provided on a full-time or part-time basis
  • Full disclosure of all costs for tuition/non tuition fees
  • Commitment to Student Protection Scheme
  • Clear definition of dispute resolution mechanisms

FSTM ensures that the contract is signed before any payment is made (except for agent commission and application fee). Student signs 2 original copies of the contract and a copy must be given to the students immediately after signing and another will be kept in the student p-file.

Amendment made in the contract must be acknowledged by both FSTM and students otherwise no amendments are allowed. FSTM will execute a student contract for every new enrolment. Only one contract per student is required and if the students are below the age of 18, FSTM student contract must be signed by their parents or legal guardians.

A new FSTM Student Contract shall be executed between FSTM and a student for a change of course within FSTM.
